Bracken City, the capital of Velgrad an industrial republic undergoing rapid modernization and political decay.
Play as Morgan Decker, a detective working for the Bracken Incident Review Division (BIRD), a small specialist unit within the Bracken Metropolitan Police tasked with investigating complex homicides and unresolved violent incidents.
With limited resources and a small staff, BIRD takes on cases that are too time consuming and complicated for standard investigative units.
