The tower underwent further renovation in the 22nd year of the Qing Dynasty's Daoguang reign (1842) but was not completed. In the 12th year of the Tongzhi reign (1873), it was relocated to Guishan for reconstruction due to the influence of the Li Wencai Uprising, costing 5000 guan and 349000 bricks. It also had the functions of flood control and feng shui suppression.
