Over a 16-week campaign, you will try to keep a broken municipality alive. Every decision shifts the balance between public order, infrastructure, refugee welfare, noble approval, orc integration, curse containment, political capital, and the treasury. Spend too freely and the budget collapses. Ignore people too long and the streets do.
